The Parents and Grandparents program is open for Canadian citizens from October 13 to November 3, and permanent residents can apply to the program to show interest in becoming a sponsor. After that, the CIC (Immigration, Refugees, and Citizenship Canada) will randomly pick and choose candidates to give them a chance to bring their parents and grandparents into the country.
