Canada’s 2021 Budget for Immigration Programs

Canada’s new federal budget for 2021 was finally released on April 19 of this year. Named “A Recovery Plan for Jobs, Growth, and Resilience,” the plan focuses on economic recovery. This announcement usually occurs during the quarter of every year, but it did not happen the previous year because of the pandemic.

The federal budget usually sparks the interest of the citizens because it highlights the government’s policy priorities, spending and revenue projections, and an overview of the Canadian economy. However, the 2021 budget is especially anticipated by the general public as compared to the previous years—and for a good reason. Having lived in an unprecedented way for the last two years and the Liberal Party’s minority government rumoured to hold an early election, there is much to look forward to regarding the government’s plans for the year.

Canada’s Immigration Goals

There are occasionally major Canadian immigration policy announcements in the budget, and this year is no exception. It is important to note that these immigration priorities outlined in the 2021 Budget are still just proposals and have yet to be approved by the majority of the parliament. Express Entry Reforms

The budget notes that the government plans to streamline its Express Entry system to welcome more than 1.2 million immigrants between 2021 and 2023. Unlike the previous first-come-first-serve model of processing, the new method involves selecting immigrants based on their overall merits instead of their area of work.

A High-Tech Approach

This amount will be spent on developing and delivering a modernized information technology structure to replace the Global Case Management System (GCMS). The investment aims to enhance security and improve utilization processing, to position the country as a top destination for global talent.

Enhancing the Temporary Worker Program

The pandemic has highlighted the critical role of temporary workers, helping meet the needs of businesses amid the global crisis. To help temporary foreign workers, $110 million has been set aside to improve the Temporary Foreign Worker Program.

The sum of the budget will go to the Employment and Social Development Canada and Immigration, Refugees and Citizenship Canada to:

  • Support for community-based organizations providing support for migrant workers; 
  • Inspect employers to ensure temporary foreign workers receive the right working conditions and wages; and
  • Aid in faster processing and improved service delivery of open work permits.
