For foreigners to be able to work in Canada legally, they have to have a valid Canadian job offer. Immigrate to Canada Permanently

On the other hand, you may also have the option to apply for permanent residency status in Canada with your H-1B visa. If you already hold this type of visa, you will most likely be eligible to apply for permanent residency in Canada. 

You can choose from three types of economic immigration programs on the road to permanent residency. With your visa, you can either join the Federal Skilled Worker, Federal Skills Trades, or Canadian Experience Class programs. These programs have specific requirements that will help an immigrant gain permanent residency.

Canada’s Federal Express Entry System governs these programs. If your profile meets all the requirements set by the Express Entry System, you can conveniently apply through the Express Entry pool. 

Once your data is entered into the system, your profile will be scored based on a Comprehensive Ranking System, which will give you a general idea of whether you will be eligible to apply for permanent residency. The profiles that will rank the highest will be given an invitation to apply for permanent residency in Canada.
