New PR Programs for Essential Workers & International Students (Part 1)

In April, Marco Mendicino, the Immigration Minister, announced Immigration, Refugees, and Citizenship Canada’s (IRCC) intention to create new immigration pathways for permanent residence for international graduates and essential workers who are currently in Canada. In this three-part post, we are going to talk about everything you need to know about these new PR programs in Canada. 

New Permanent Residence Immigration Programs Essential Workers & Students

The new immigration pathways that we’re talking about in this article were introduced through special public policies to help temporary workers and international graduates who are currently working in the country to receive permanent status. In addition to that, these are the individuals who have the sought-after skills and experience that can help boost the country’s economic recovery due to the global pandemic. 

In light of the announcement, the CIC published four special public policies, which are: 

  • International graduates in Canada
  • French-speaking international graduates in Canada
  • Foreign nationals in Canada with recent Canadian work experience in essential work
  • French-speaking foreign nationals in Canada with Canadian work experience in essential occupations

Student Eligibility

The most critical question now is, are you eligible for this new program? If you’re a student, here are the qualifications that you must pass: 

  • You must have graduated from a study program from a Designated Learning Institution in Canada after January 2017. 
  • You must have any of the necessary credentials from a Designated Learning Institution: 
    • A degree (Associate, Bachelor’s, Master’s or Doctorate).
    • A degree, a diploma, certificate or attestation issues on completion of a program or any duration that allowed for a job in a skilled trade.
    • One or more diploma/certificate/attestation that must be equivalent to a two-year credential or for the DVS and AVS, each program must be at least 900 hours in duration and the combined program study must be at least 1,800 hours in duration. 
  • You must have a valid study permit throughout your education in the country.
  • You must be currently employed in Canada and have a valid work authorization to work. 
  • You must have attained a proficiency level of at least CLB level 5 in English or French in the last two years if applying under a foreign national’s program and at least CLB level 5 in French if applying under the French-speaking program.
  • You must live in Canada with valid temporary resident status and be physically present in the country when applying for permanent residence. 
  • You must intend to reside in a province or territory other than Quebec. 

Besides the criteria mentioned above, all applicants must pass medical and criminal background checks and shouldn’t be inadmissible to the country. 

Essential Worker Eligibility

Do you want to know whether or not you are eligible for the new immigration program as an essential worker? Here are the qualifications: 

  • You must have at least one year of full-time or equivalent full-time work experience in an eligible essential or health care worker within the last three years immediately before the application.
  • You must be currently employed in the country in any occupation at the time the application was submitted. 
  • You must have a valid work authorization for the period of qualifying Canadian work experience. 
  • You must have attained a level of proficiency of at least CLB level 4 in English or French in the last two years. 
  • You must be living in Canada with valid temporary resident status. 
  • You must intend to reside in a province or territory other than Quebec.
  • You must be physically present in the country at the time of application.
