  • International students who hold a valid study permit, or have been approved to enter before March 18, 2020, when the travel ban took place; 
  • Immediate family members of Canadian citizens and Canadian permanent residents; 
  • Permanent resident applicants whose residency had been approved before noon on March 18, 2020.
